Americans and other diplomats based in Rwanda joined residents of Kamonyi District in Gacurabwenge Sector in the Southern Province to take part in Umuganda.

After a call from the Ministry of Foreign Affairs, over 40 diplomats from several Embassies in Kigali, including the Belgium Embassy, the Burundian Embassy, the Egyptian Embassy, the German Embassy, the Dutch Embassy, the Russian Embassy, the Representative of the Pope in Rwanda and UN agencies based in Kigali, departed from the Ministry of Local Government at 7:30 am in a convoy to the Kamonyi District, 30 Kilometers South of Kigali.  The event was orchestrated by the State Minister of Local Government, the Governor of the Southern Province, Rwanda Defence Officers (RDF), Police Officers and residents of Kamonyi.

Sate Minister of Local Government Christine Nyatanyi said that the May 29 Umuganda was the kick off of the second phase of the Nine - Year Basic Education classroom (9-YBE) construction campaign.  The volunteers worked hard from 8:00 to 11:00, digging, excavating, transporting sand, quarry stones and crushed stones, and loading trucks.  The work ended with the construction of the foundation of three new classrooms, and according to the Mayor of Kamonyi, the work was worth 1,000,000 Rwandan francs.

The second phase of 9-YBE classrooms construction, which began in the 2009 academic year, was introduced by government mainly to cut the rate of secondary school drop outs. "We are very happy to participate with the Members of the diplomatic corps in this initiative.  This shows that they are always behind us," said Jacques Rutsinga, the Mayor of the District of Kamonyi.

The Governor of the Southern Province, Fidel Ndayisaba, said that 2, 778 classrooms and 5, 883 restrooms need to be constructed, but the numbers could change since districts have been instructed to advise on the number of classrooms they need.
